I usually just lock the thread, and then send a PM to Pete to delete the account of the offender by sending him the link to the thread.

Problem is that the moderators cannot moderate new members posts (to screen for spam), nor can we do anything with regards to user accounts (delete spammers, or help out with membership signup problems)...

I'm sure all the moderators go through every new post, since the site isn't very busy. If an inappropriate spam is found, it is deleted fairly quickly, as soon as the next moderator logs in. Spam that isn't offensive often get put into the Non-Prius Specific General forum to stimulate discussions. Putting a 'report to admin' button wouldn't improve anything.

Now if we can find a way to proactively prevent offensive spams, that would be a great improvement. I have been an advocate of screening new members, much like how it is done on Yahoo.

We are trying to screen new members... currently guest posts and new members have to fill out a captcha (just try to post as a guest and you will see what I am talking about)

after the capcha in the registration process there is an E-mail accout activation with a key that is sent to the registered E-mail...

That should help out alot. The only recommendation I would have is to use a more curvy font (like script) than block characters. Character recognition software may still be able to get through the 'noise' in the graphical representation.
